The Afghan Institute for Strategic Studies (AISS), in partnership with its German counterparts, is proud to announce the 13th edition of the Herat Security Dialogue (HSD-XIIII), to be held on 25–26 May 2026. The central theme for this year’s conference is “Fulfilling the Bonn Vision”, reflecting on the commitments, lessons, and aspirations that emerged from the 2001 Bonn Conference and their relevance to Afghanistan’s evolving political and regional realities.Since its inception in Herat in 2012, the Herat Security Dialogue has become one of the most significant international platforms dedicated to fostering dialogue and understanding on Afghanistan’s future and its regional and global interconnections. Over the past twelve editions, HSD has brought together Afghan leaders, regional policymakers, diplomats, academics, civil society actors, and international experts to exchange ideas and explore constructive approaches toward peace, stability, and cooperation in and around Afghanistan.

Alongside the conference, a special Nowruz /New Persian Year cultural evening will take place, featuring a performance by the Afghan Youth Orchestra at one of Berlin’s prominent concert halls. The event will celebrate Afghanistan’s rich cultural heritage and the enduring ties between Afghanistan, regional and global communities.
